应用ERS评估外文电子图书绩效的实践探索——以电子科技大学为例

Performance Evaluation of Foreign E-books based on Electronical Resource System——the Case of UESTC Library Collections

摘要: [目的/意义] 在泛知识环境下,支撑高校教学科研的数字文献资源迅速增长。为摆脱海量数字资源带来的效益评估困境,探索数字资源动态管理与评估的电子资源利用绩效分析系统(Electronical Resource System,ERS)应运而生。[方法/过程] 电子科技大学图书馆引入ERS,基于本地服务器内置数据,配置馆藏资源数据、采购经费数据、COUNTER用量数据,并参考平台计算思路与方法,从用户需求、学术效益、成本效益等3个维度,设计资源评估指标,搭建外文电子图书绩效评估模型。[结果/结论] 依托ERS的绩效评估模型将为外文图书资源采访一线,切实、落地的业务推进提供实践指导,提高采访质量,提升经费使用效益,优化采购预算与决策,更好地实现文献资源对于高校教研的保障与推进。

Abstract: [Purpose/significance] In the general knowledge environment, the digital resources supporting the teaching and scientific research in colleges and universities are growing rapidly. In order to get rid of the dilemma of performance evaluation brought by massive digital resources, Electronical Resource System (ERS) emerged to explore the dynamic management and evaluation of digital resources. [Method/process] The library of UESTC introduced ERS, based on the built-in data of local server, configured basic data of collection, data of purchase funds, data of counter consumption, and referred to the calculation ideas and methods of the platform, designed resource evaluation indexes and built performance evaluation model of foreign electronic books from three dimensions of user demand, academic benefit and cost-benefit. [Result/conclusion] The performance evaluation model based on ERS will provide practical guidance for foreign book resources acquisition, improve the acquisition quality, improve the use efficiency, optimize the procurement budget and decision-making, and better realize the guarantee and promotion of literature resources for university teaching and research.
