国外图书馆联盟组织管理模式研究

Research on the Organizational Management Mode of Library Consortium Abroad

摘要: [目的/意义]我国图书馆联盟组织管理模式并未成熟,组织管理缺乏规范的规章制度和固定的管理人员,联盟运作效率低、目标难以实现。相比之下,国外图书馆联盟发展较早,组织管理较成熟,已形成一定规模的固定模式,其优秀的组织管理经验值得参考和借鉴。[方法/过程]选取100个遍布各大洲的国外图书馆联盟作为调查对象,利用文献调查法、网站调查法、归纳法和比较研究法对调查对象的组织管理模式构建情况进行深入调查,归纳各管理模式的管理架构设置、管理机构职权和议事机制等具体内容。[结果/结论]国外图书馆联盟组织管理模式呈现组织管理政策完善、联盟成员参与度高、管理机构权责明确、联盟管理和运作效率高的特点,并总结出4点启示:制度是图书馆联盟规范管理的保障,高参与度是图书馆联盟协同管理的关键,权责明确是图书馆联盟精细化管理的重点,稳定的管理团队是图书馆联盟高效管理的前提。

Abstract: [Purpose/significance] Development of the organizational management mode of library consortium in China is not mature. Lack of standardized regulation and fixed administrative staff leads to low operating efficiency of the organization and makes it difficult to achieve target. In contrast, earlier development of foreign library consortium results in a more mature and fixed mode, and its excellent organizational management experience is helpful for reference.[Method/process] In this study, 100 foreign library consortium all over the continents were selected as the investigation object and their organizational management mode were explored by employing literature survey, online survey, inductive method and comparative approach.[Result/conclusion] After analysis and induce the settings of management structure, administration authority and discussion mechanism of each management mode, four main characteristics about the organizational management mode of foreign library consortium are revealed: the organizational management policy is complete; the alliance members have a high degree of participation; the administrative departments have well defined power and responsibility; efficient in managing and operating the consortium. Consequently, the suggestions are put forward that regime is the guarantee to standardize library consortium management; high participation is the key to cooperative management in library consortium, and clarified responsibility is the main point in refined management and a steady management team is the premise of effective management in library consortium.
