高校图书馆评估制度体系的构建与发展

摘要: [目的/意义]评估是督促图书馆职能履行、实现图书馆价值的有效管理手段和工具,但高校图书馆尚未形成周期性、可操作性强的评估制度,成为制约高校图书馆发展的主要障碍。[方法/过程]依据《普通高等学校图书馆规程》,在CIPP评估理论、"全评价"分析框架理论、管理控制理论和"四代评估"发展阶段理论的指导下,提出构建包括图书馆自我评估、政策评估、教育评估、认证评估和监测评估的高校图书馆"五位一体"评估制度体系。采用文献研究法和比较研究方法,对各项评估制度的内涵和发展状况进行阐释和梳理,并针对各项评估制度在系统中的价值、作用和存在的问题进行探讨。[结果/结论]构建高校图书馆"五位一体"评估制度体系具有一定的科学性与必要性,加强对认证评估的基础理论研究和实践探索,重启政策评估,寻求新的数据统计方法和技术以完善监测评估。

Abstract: [Purpose/significance] Assessment is an effective management tool to supervise library to perform its function and realize its value. However, the periodical and operable evaluation system has not yet formed in academic libraries, which has become a major obstacle to the development of academic libraries.[Method/process] Based on the Regulations of the Library of Ordinary Colleges and Universities, the paper proposes a five-in-one evaluation system of academic libraries which includes library self-assessment, educational evaluation, certification assessment, monitoring evaluation and policy evaluation based on CIPP evaluation theory, full evaluation analysis framework theory, management control theory and the theory of development stage of four-generation evaluation. The literature research method and comparative research method are used to explain and summarize the connotation and development status of various evaluation systems. It also discusses the value, function and existing problems of various evaluation systems in the system.[Result/conclusion] It is necessary to construct the five-in-one evaluation system of academic libraries. We argue that the basic theoretical research and practical exploration of authentication evaluation should be strengthened, policy evaluation should be restarted, and new data statistical methods and techniques should be sought to improve monitor and evaluation.
