疫情时期图书馆应急管理与防控研究

摘要: [目的/意义] 疫情是图书馆行业的重要威胁,2020年初的新型冠状病毒肺炎疫情已经严重影响了社会服务的方方面面,图书馆作为人员密集、流通量大、载体繁复的公共区域,面对各种突发事件需有相应的应急方案,更需要提高和改进图书馆对疫情的应急管理能力,建立科学的防治体系。[方法/过程] 利用网络调研法调研全国27所具有代表性的公共图书馆和42所"双一流"大学图书馆的应急管理、临时措施、物资准备、隐患排查和网络服务等行为,分析并总结在突发公共传染性卫生事件应急管理中的经验。[结果/结论] 调研结果基本反映出图书馆行业面对疫情的专业素养与职业道德,图书馆对于疫情的应急管理应有较为完善的防治、处置、资源保障机制以及创新的文献服务体系作为图书馆突发公共传染性卫生事件应急管理和防治的基础。

Abstract: [Purpose/significance] The epidemic is a significant threat to the library industry, and the epidemic of pneumonia caused by the novel coronavirus pneumonia (COVID-19) in early 2020 has severely affected all aspects of social services. As a public area with dense personnel, large circulation, and complicated carriers, a library needs corresponding emergency plans in the face of various emergencies, and more importantly, it is necessary to promote the emergency management ability to the epidemic and establish a scientific prevention and control system.[Method/process] This paper used network research methods to investigate some measures took by 27 representativepublic libraries in China and 42 libraries of "Double First-Class" universities, such as emergency management, temporary measures, material preparation, troubleshooting, network services and others, analyzed and summarized the experiences in emergency managementof public health infectious emergencies.[Result/conclusion] The investigation considers these libraries reflect the professionalism and professional ethics of the library industry in the face of the epidemic. The library should have a relatively complete mechanism of prevention, treatment, resource guarantee and innovative document service system for the emergency management of epidemic diseases as the basis for the emergency management and prevention of public infectious health emergencies in the library.
