Abstract: [Purpose/significance] The service capability maturity model for research data management (RDM) of university libraries is constructed to provide scientific evaluation standards and quantitative evaluation tools for identifying and evaluating RDM service capabilities in university libraries, and manage, improve and enhance the level of RDM service capabilities.[Method/process] Based on the literature research, the evaluation index system of RDM service capability was initially constructed, and Delphi method was used to carry out expert consultation to ensure the rationality of the index system, then AHP was used to determine the index weight by calculating the expert scores, finally "the evaluation index system of RDM service capabilities of university libraries" composed of 5 first-level indicators and 15 second-level indicators was constructed. Based on the maturity model theory, the paper developed the service capability maturity model for RDM in university libraries. Finally, it took 4 university libraries of University of Oxford, University of Illinois at Urbana-Champaign, Monash University, Fudan University as examples to carry out application of the model.[Result/conclusion] The model constructed has some innovative features. It is suitable for university libraries to evaluate the level of RDM service capability, and it can also as be a reference for the RDM service capacity building and improvement.
