摘要: [目的/意义]为满足民族地区人民群众基本数字文化需求,挖掘制约汉藏双语公共数字文化服务效能提升的因素,并针对制约因素探究如何提升服务效能,助力文化惠民工程,实现文化发展成果的共享。[方法/过程]以西藏自治区的公共文化机构为研究对象,采用实地调研法获取汉藏双语公共数字文化服务现状,通过访谈法从公共文化机构提取当地公共数字文化服务制约因素并基于"三圈理论"进行主题分析,最终对服务效能的提升提供发展策略。[结果/结论]西藏自治区的公共数字文化建设与过去相比有了较大的进步,但还可从能力因素、价值因素以及支持因素入手,加强内容建设以夯实数字文化服务的基础,畅通反馈渠道以感知公众需求,并考虑利用政社联动的形式发挥多方力量提升服务效能。

Abstract: [Purpose/Significance] In order to meet the basic digital cultural needs of the people in ethnic areas, the study explores the factors that restrict the improvement of the service efficiency of Chinese-Tibetan bilingual public digital culture, and explores how to improve the service efficiency according to the restrictive factors, hoping to help the cultural benefit project, to achieve the sharing of cultural development achievements. [Method/Process] The study took the public cultural institutions in Tibet Autonomous Region as the research object, adopted field research method to obtain the current situation of Chinese-Tibetan bilingual public digital cultural services, and extracted the constraints of local public digital cultural services from public cultural institutions through interview method, and then conducted thematic analysis based on the "three circles theory", and finally provides development strategies to improve the service effectiveness. [Result/Conclusion] The construction of public digital culture in Tibet Autonomous Region has made great progress compared with the past, but it can be further improved from the capacity factor, value factor and support factor. For example, we should strengthen the content construction to strengthen the foundation of digital culture services, open up the feedback channels to sense the public demand, and consider using the form of government-society linkage to leverage the strength of multiple parties to enhance the service effectiveness.
