Abstract

[Purpose/significance]Library is the core force of the storage and dissemination of scientific and technical reports. In order to explore the implementation details of good practice, this study investigates how the foreign organizations promote the supporting measures of scientific and technical reports.[Method/process]This paper investigated and analyzed the policy of British laws and regulations, research funding agencies, research and education institutions. It also sorted out the elements of policies by using literature review.[Result/conclusion]The results show that effectively promoting the policy environment of the storage and dissemination of scientific and technical reports may include: guaranteeing contributors' authorship and property rights, realizing public's rights to know and use, implementing funders' priority and right of review in storage and sharing, clearing the role and accountability mechanism of supervisors, etc. Libraries should pay attention to balance the various stakeholders' interests in the implementation process.
