高校图书馆读者使用座位预约管理系统的经济学分析——以吉林大学鼎新图书馆为例

An Economic Analysis of Readers Using Seat Reservation and Management System in Academic Library: A Case Study of Dingxin Library of Jilin University

摘要: [目的/意义]当前高校图书馆座位预约管理系统研究中默认系统会被广泛使用,然而实践中并非必然如此。针对座位预约管理系统的实际使用效果,分析其成因,并提出完善座位预约管理制度的思路。[方法/过程]采用实证分析和经济学分析方法,统计吉林大学鼎新图书馆座位预约管理系统的使用数据,描述其使用效果。通过讨论座位预约管理制度中的规则选择成本、分配成本、裁判成本、执行成本以及监督成本,分析座位预约管理系统使用现状的成因。[结果/结论]实践中座位预约管理系统使用人数偏少,这种现象是"先到先得"和"预约选座"两种座位资源分配规则博弈的结果。由于在规则选择、分配、裁判、执行以及监督过程中成本分配不合理,读者缺乏使用系统的激励机制。系统功能的实现程度也是影响读者使用的因素,高校图书馆引进座位预约管理系统主要为了解决占座问题。针对4种不同类型占座行为,系统功能实现程度不一。要完善座位预约管理制度,需要整体地、系统地采取措施,包括统一座位资源分配规则、完善制度设计、系统管理和人力管理相结合。

Abstract: [Purpose/significance] The current research on seat reservation and management system of academiclibrary defaults that the system will be widely used, but this is not always true in practice.According to the using status of the seat reservation and management system, the causes are analyzed and the idea of perfecting the seat reservation and management system is proposed.[Method/process] Empirical analysis and economic analysis are both applied in this paper. Statistics of the seat reservation management system of Dingxin Library of Jilin University will be used to describe its effect. Through the discussing of cost of rule-selecting, distribution, judging, execution and supervision in the reservation and management system, we figure out the causes of the using status.[Result/conclusion] The number of using the system is pretty small in practice. This phenomenon is the result of the game of two seat resource allocation rules of "first come, first served" and "reserved seat selection".Due to the unreasonable cost allocation in the process of rule-selecting, allocation, judgment, execution and supervision, readers are lack of incentives to use the system. The degree of realization of the system functioning is also a factor whether readers choose to use the system or not. The system's main purpose is to solve the problem of occupying a seat. The degree of realization of the system function differs from four different types of occupying a seat.For a better seat reservation and management system, measures should be taken comprehensively and systematically, including unifying allocation rules of seat resource, optimizing the system design, andcombining management of the system and human resource well.
