摘要: [目的/意义]对我国9部"十三五"时期省级全民阅读战略规划进行文本分析,探究现有省级全民阅读战略规划存在的不足,以期为未来"十四五"全民阅读战略规划的制定提供借鉴,同时充实全民阅读战略规划的理论研究。[方法/过程]采用文献调研法和网络调查法,从"十三五"时期全民阅读战略规划的理论指导、基本原则、主要目标、重点任务和保障措施5个方面对9部省级全民阅读战略规划的文本内容进行分析和比较。[结果/结论]未来制定"十四五"全民阅读战略规划时应注意:重视全民阅读战略规划顶层设计;补充关于全民阅读前期准备工作的规定;制定全民阅读指标应弹性化;配套全民阅读战略规划重点任务落实措施;规定全民阅读保障经费应具体化。

Abstract: [Purpose/significance] This paper makes a text analysis of nine provincial nationwide reading strategic planning in the 13th Five-Year Plan period of China, and explores the shortcomings of the existing provincial nationwide reading strategic planning, in order to provide suggestions for the nationwide reading strategic planning in the 14th Five-Year Plan and enrich the theoretical research of the nationwide reading strategic planning.[Method/process] By the method of literature research and network survey, this paper analyses and compares the text content of nine provincial nationwide reading strategic planning from five aspects:theoretical guidance, basic principles, main objectives, key tasks and safeguard measures.[Result/conclusion] Nationwide reading strategic planning in the 14th Five-Year Plan should pay attention to the following aspects:attaching importance to the top-level design of nationwide reading strategic planning;adding provisions on preparatory work for the nationwide reading;elastic planning of nationwide reading indicators;supporting the implementation of key tasks of nationwide reading strategic planning;specific regulations of nationwide reading outlays.
