摘要: [目的/意义] 构建科学合理的高校图书馆数字资源绩效评价指标体系,并运用评价模型来开展湖南省高校图书馆数字资源服务绩效的实证评价,为有针对性地采取高校图书馆数字资源服务绩效优化改进措施提供科学的决策依据。[方法/过程] 从投入、过程和影响三大维度出发,构建一个由7个一级指标和19个二级指标组成的高校图书馆数字资源服务绩效评价指标体系。在此基础上,利用主观赋权方法中的层次分析法和客观赋权方法中的CRITIC法相组合的赋权模型,测算绩效评价指标的组合权重,并进一步采用改进型TOPSIS法测算高校图书馆数字资源服务绩效评价值。[结果/结论] 湖南省高校图书馆数字资源服务能力与其学校所属类型高度相关,并且呈现出较显著的差异。从高校图书馆数字资源服务绩效的影响因素来看,各高校图书馆数字资源在投入成本、宣传培训与推广以及学术产出方面存在明显差异,在整体内容、检索系统、配套服务以及利用情况方面的差异略小。今后湖南省各类型高校图书馆除了针对数字资源服务的薄弱环节进行优化改进之外,还需要从投入、过程和影响多维度视角出发,系统全面提升图书馆数字资源服务绩效。

Abstract: [Purpose/significance] This paper constructs a performance evaluation index system of digital resource service in university libraries, and then uses the established performance evaluation model to make empirical analysis of the digital resource performance service of Hunan university libraries, providing scientific decision-making basis for taking measures to optimize and improve digital resource service performance of university libraries.[Method/process] From 3 dimensions of imput,process and influence, this paper constructed a performance evaluation index system of digital resource service in university libraries, which consists of 7 primary indexes and 19 secondary indexes. And then, this paper used the combined weighting model which is the combination of analytic hierarchy process method belonging to the subjective method of giving weight and CRITIC method belonging to the object method of giving weight to calculate the combination weight, and adopt the improved TOPSIS method to obtain the comprehensive evaluation value of the digital resource service of university libraries.[Result/conclusion] The digital resource service ability of university libraries in Hunan province is highly correlated with the type of university, and shows a significant difference. From the perspective of the factors influencing the service performance of digital resources in university libraries, there are obvious differences in the input cost, publicity, training and promotion and academic output of digital resources in university libraries, and the differences in the overall content, retrieval system, supporting services and utilization are slightly smaller. In the future, all types of university libraries in Hunan should not only optimize and improve the weak links of their own digital resource services, but also systematically improve the performance of libraries digital resource services from the multi-dimensional perspective of "input,process and influence".
