Study on the Problems and Countermeasures of Reading Services in Primary School Libraries: Taking Fuzhou City of Fujian Province as an Example

摘要: [目的/意义] 了解小学图书馆阅读服务状况不佳的深层原因,有利于从根本上解决问题。[方法/过程] 通过对福建省福州市13所城乡小学的学生进行问卷调查,对馆员、校长以及2名地方教育行政管理部门负责人展开深度访谈,多角度探寻小学图书馆阅读服务的实践逻辑与问题。[结果/结论] 被调查的小学图书馆奉行一种达标的实践逻辑,因此硬件条件基本达标,但开放时间、阅读课设置、阅读服务活动开展情况很不理想。原因在于政策未能对图书馆事业发展形成有力支撑,缺乏阅读服务方面的量化评估指标,馆员的积极性受到抑制。建议加强政策的引导和支撑作用;发挥图书馆学会的评估指导作用,研制促进阅读服务的学校图书馆评估指标;加强专业化馆员队伍建设,激励馆员主动作为。

Abstract: [Purpose/significance] Understanding the deep reasons of the poor reading services in primary school libraries is helpful to solve the problem fundamentally. [Method/process] The researcher went into 13 urban and rural primary schools in Fuzhou, Fujian Province, conducted a questionnaire survey on students, and conducted in-depth interviews with librarians, principals and two heads of local education administrative departments, to explore the practical logic and problems of reading services in primary school libraries from multiple perspectives. [Result/conclusion] The primary school libraries investigated follow a kind of practice logic of reaching standard,as a result, the hardware conditions are basically up to standards, however, the opening time, reading course setting and the development of reading service activities are not ideal. The reasons are as follows:policies fail to provide strong support for the development of library undertakings, lacking quantitative evaluation indicators for reading services, and librarians' enthusiasm is inhibited. Suggestions are proposed to strengthen the guiding and supporting role of polices, to give play to the evaluation and guidance function of the library societies and develop the evaluation indicators of school libraries that will promote reading services; and to strengthen the construction of professional librarians and encourage them to take the initiative.
