面向“卡脖子”技术场景的科技前沿发现与态势演化研究——以集成电路技术为例

Frontier Discovery of Science and Technology and Research on Situation Evolution for “Neck Stuck” Technical Scenario: Taking Integrated Circuit Technology as an Example

摘要: [目的/意义] 国家科技竞争态势下的“卡脖子”技术领域成为科技前沿创新发展的核心场景,在此背景下构建科技前沿发现方法并刻画其态势演进特征,对于国家科技竞争布局具有情报决策支撑意义。[方法/过程] 以集成电路“卡脖子”技术场景下的领域科技前沿为研究客体,获取实验融合数据,通过自然语言处理与深度学习框架识别并构建科技前沿主题词表,设计科技前沿“突变态势”“位置态势”以及“技术态势”量化测度指标,揭示出“卡脖子”技术场景下科技前沿态势演化特征。[结果/结论] 结果显示,通过“卡脖子”技术场景下的集成电路领域科技前沿发现实验及其态势演化实证分析能够有效勘定突变演化型科技前沿、位置中心型科技前沿以及技术点位型科技前沿,为国家总体安全与科技战略决策提供参考。

Abstract: [Purpose/Significance] The "Neck Stuck" technology field under the national science and technology competition situation has become the core scenario of the innovation and development of the science and technology frontier. Under this background, constructing the discovery method of the science and technology frontier and characterizing its trend evolution characteristics have the significance of supporting the national science and technology competition layout with information decisions.[Method/Process] Taking the frontier of science and technology in the field of integrated circuit "Neck Stuck" technology scenario as the research object, the paper obtained experimental fusion data, identified and constructed the thesaurus of frontier of science and technology through natural language processing and deep learning framework, designed quantitative measurement indicators of "mutation situation", "location situation" and "technology situation" of the frontier of science and technology, and revealed the trend evolution characteristics of the frontier of science and technology under the "Neck Stuck" technology scenario.[Result/Conclusion] The results show that the discovery experiment of scientific and technological frontier in the field of integrated circuits under the "Neck Stuck" technology scenario and the empirical analysis of its situation evolution can effectively identify the mutation evolutionary scientific and technological frontier, the location centered scientific and technological frontier, and the technology point oriented scientific and technological frontier, providing a reference for national overall security and scientific and technological strategic decision-making.
