A Systematic Review for Influential Factors and Practice Empowerment of Government Information Disclosure

摘要/Abstract

摘要： [目的/意义]揭示政府信息公开影响因素及信息公开的赋能效果,为进一步探究政府信息公开质量及如何赋能不同的利益相关者奠定理论和实证基础。[方法/过程]采用系统性综述的方法,分析了 111篇政府信息公开实证研究文献。[结果/结论]影响政府信息公开的因素包括内部因素、外部因素和系统性因素;政府信息公开可实现对公众、企业和政府三个利益相关者的赋能;赋能效果包括增强公众参与、公众政治信任、公众遵从、公众满意度,降低企业所感受的政策不确定性,影响财政治理、环境治理和其他领域的治理活动等。当前研究的不足主要表现为组织层级与架构视角下的影响因素研究不够全面,针对政府信息公开实践赋能效果的研究相对偏少,同时缺乏对政府信息公开实践赋能机制的解构与分析,不足以揭示政府信息公开的效用机制。

Abstract: [Purpose/Significance]The study identifies the factors that influence government information disclosure (GID) and empowerment of GID.The results provide theoretical and empirical foundation for future studies on the quality of GID and how GID empowers different stakeholders.[Method/Process]Using the method of a systematic review,this paper selected and analyzed 111 empirical studies on GID.[Result/Conclusion]The results indicate that the influential GID factors include internal,external and systematic factors.The stakeholders empowered by GID include the public,companies,and government agencies.Empowering effects include:GID motivates the participation of the public,increases political trust,public compliance,and public satisfaction.It also reduces the policy uncertainty felt by businesses and affects fiscal governance,environmental governance,and the governance in other areas.The shortcomings of current research are that there are few studies investigating how organizational levels and structure affect GID,few studies on the empowerment effect of GID practices,and little deconstruction and analysis of mechanism of empowerment of GID on social practice,not enough to reveal the utility mechanism of GID.
