政策工具视角下的科技人才政策文本量化研究

Quantitative Research on Science and Technology Talent Policy Texts from the Perspective of Policy Tools

摘要: [目的/意义] 以粤苏浙鲁四省为例,分析其科技人才政策,有助于为其及其他省市优化相关政策提供参考依据,进而深入落实创新驱动发展战略与人才强国战略。[方法/过程] 主要运用内容分析法,结合已有研究构建“政策工具—科技人才开发”二维分析框架,以此为依据对2002—2021年间粤苏浙鲁四省颁布的134份科技人才政策文本展开量化分析,进而得出研究结论、提出政策建议。[结果/结论] 四省科技人才政策在“政策工具”维度上表现出明显的倾向性,且其内部结构不平衡;对于“科技人才开发”要素虽均有覆盖,但重视程度不一;“科技人才开发”与“政策工具”之间具有不同程度的匹配性。建议从以下方面进行优化:适当增加需求型政策工具使用频率,有效优化三大类政策工具内部结构,全面规制科技人才开发要素及内容,合理评估政策工具与科技人才开发之间的适配度。

Abstract: [Purpose/Significance] Taking Guangdong, Jiangsu, Zhejiang, and Shandong provinces as examples, to analyze their science and technology talent policies will help provide reference basis for them and other provinces and cities to optimize relevant policies, and further implement the Innovation-driven Development Strategy and the Strategy on Developing A Quality Workforce.[Method/Process] This research mainly used the content analysis method. Based on the existing research, a two-dimensional analysis framework of "policy tools-science and technology talent development" was constructed. Based on this, a quantitative analysis was carried out on 134 science and technology talent policy texts issued by Guangdong, Jiangsu, Zhejiang and Shandong provinces from 2002 to 2021, and then research conclusions and policy recommendations were drawn.[Result/Conclusion] The science and technology talent policies in the four provinces show obvious tendency in the dimension of "policy tools", and their internal structures are unbalanced; Although the elements of "science and technology talent development" are covered, the degrees of attention are different; There is a different degree of matching between "science and technology talent development" and "policy tools". It is suggested to optimize them from the following aspects:appropriately increase the frequency of use of demand-based policy tools, effectively optimize the internal structure of the three major types of policy tools, comprehensively regulate the elements and contents of science and technology talent development, and reasonably evaluate the compatibility between policy tools and science and technology talent development.
