摘要

提出在源生数字、源生开放的影响下,开放获取期刊发展的新需求和新方向,据此重新界定开放获取期刊应该具有的新能力和新服务,为此重新定义包括期刊质量与影响水平、期刊开放程度和期刊服务能力等方面的评价指标集。

Abstract

This paper emphasizes the fact that, for open access (OA) journals, born digital and born open, mean born different. It redefines the capability and service requirements for OA journals, and presents a framework for evaluation and selection of OA journals based on quality and impact, openness, and services capabilities.
