It has become an important trend to study the library management from the perspective of users’ time cost, to improve the level of library management. By analyzing the factors influencing users’ time cost when they use the digital library services, this paper gives some suggestions about how to control the users’ time cost from three aspects of resource development, user education and application of new technologies.
