对档案价值鉴定概念的定义不能仅停留在业务工作内容、程序和结果层面,而应尽可能地揭示其本质,明确其具体涵义,把精力集中在那些真正需要解决的实质性问题上。任何一项价值鉴定,都离不开三个基本要素,即鉴定主体、鉴定依据和鉴定程序。这三个基本要素影响和决定着档案价值鉴定的质量,即"价值三元组"。通过构建相应的作业模型,可以较为明确地认识"价值三元组"对合理判定档案价值的影响效用,从而更有利于我们深入开展档案价值鉴定工作。过分强调"直接鉴定法"的作用、重"原则"轻"规则"、混同"价值"和"意义"概念,是我国档案价值鉴定理论和实践中存在的三种主要思想认识偏差。充分认识职能鉴定法的工具意义,根据立档单位的实际情况确立完善的档案价值鉴定规则,将档案价值鉴定建立在评价档案的"确定性因素"基础上,才是我国档案部门应当选择的正确行动方向。

Defining the concept of archival appraisal does not stay in business work content, procedures and results of level, but should reveal its essence and clear its specific meaning, and concentrates on the substantive issues which really need to address. Any item of value appraisal, are inseparable from three basic elements of the identification subject, basis and procedures, namely "the value of three triples", which influence and determine the archives value appraisal quality. By constructing the operation model, it can more clearly understand the effects of "value three triples" on the reasonable value of utility, and it is more conductive to do archives value appraisal. Too much emphasis on the "direct method" role, too much stress on "principles" and contempt for "rules", confuse "value" and "significance" concept, are the three main ideological deviations in Chinese archives appraisal theory and practice. Fully understanding the function appraisal method of instrumental significance, it is the right action direction of China's archival departments to establish and improve the archives value appraisal rules according to the actual situation of filing unit, and identify the value of archives by determining the document's certainty factors evaluation.
