This paper deeply explores the security mechanism of the construction and evolution of digital convergence service led by cultural institutions, from five perspectives of the guiding function of strategy plan and policy, the support role of technology and standard, the storage of integrated resources, the management, coordination and encouragement between organizations, and the control of risk and security. Focusing on the control of risk and security, it elaborates the interactive relationships,among the five mechanisms mentioned above,triggered by four kinds of risks of organization, strategy, information security and Intellectual Property Rights.
