摘要

以大数据和智慧城市为焦点的信息化建设为背景,回顾政府开放数据理念及实践的历史与发展,考察国外政府数据开放的典型实践及其意义,提出基于政府数据开放的智慧城市概念框架。通过问卷调查和专家访谈,验证政府数据开放对智慧城市建设的重要性,探讨基于政府数据开放的智慧城市公共信息平台的构成和作用。最后,以"智慧坪山"规划项目为例,展示该项目中数据开放平台的结构、建设内容和策略。

Abstract

Based on the backgrounds of big data and smart city, this paper reviews the history and development of government open data theory and practice, investigates the typical practice and significance of foreign government open data, and comes up with a conceptual smart city framework based on government open data. Through the questionnaire survey and expert interview, it verifies the importance of government open data to smart city construction, and discusses the components and functions of smart city public information platform based on government open data. In the end, taking Smart Pingshan for example, it shows the structure, content and strategy of Smart Pingshan's open data platform.
