摘要

分析国内外公益数字文化建设运行理念的异同。提出我国公益数字文化建设需要完善政策法规支撑体系,加大投入力度,构建专项资金管理制度、转移支付制度等多级财政保障制度,合理分配中央与地方财政投入比例,构建公益数字文化基金,鼓励社会力量参与,构建多元主体治理结构,加强项目建设与公众的互动。

Abstract

This paper compares the operating ideas of public digital culture construction in China with foreign countries. It is necessary for us to perfect the policy supporting system, increase investment, build a multi-level financial security system with special fund management and transfer payment, reasonably distribute the central and local fiscal investment proportion, establish public welfare fund of public digital culture, encourage social forces to participate in, implement the multi-main-body governance structure, and strengthen the construction of projects and interactivity of the public.
