According to the purpose of use, the broad open resources was redefined and divided into three types including publishing open resources, warehousing resources and interactive resources. Based on the analysis of these three-type resources from five different angles, the open resource use evaluation indicators including quality, influence and openness were pointed out under the evaluation principles and functions. As an example, a complete evaluation system in open access journals was designed in details, which also used the partition-based idea for open resource selection.
