摘要

归纳国内外信息公平问题研究现状，探讨社会信息公平的表现维度，提出包括权利、资源、机会、设备和机构在内的五维度模型，构建信息公平评价指标体系，并在全国范围内邀请15位领域专家对各项指标进行评价，据此计算出指标的权重值。基于该指标体系设计“社会信息公平性评价与公共图书馆利用状况”调查问卷，在全国24个省区展开广泛调查，并针对问卷反馈结果，从不同文化程度、不同年龄、不同职业和不同收入水平方面对民众获取知识和信息的渠道进行统计分析。

Abstract

This paper summarizes the research status of information equity at home and abroad, discusses the performance dimensions of social information equity, and puts forward a five dimensional model including rights, resources, opportunities, facilities and institutions. Then it builds an evaluation index system of information equity, and invites 15 experts across the country to evaluate the indexes and calculate their weight values. According to this index system, it designs the questionnaire of evaluation of information equity and utilization of public library. Finally, it conducts a survey in 24 provinces of China, and makes a statistical analysis on feedback results of channels to access to knowledge and information of the public from perspectives of different cultures, ages, professions and income levels.
