在阐述信息公平与公共图书馆公平服务基本概念基础上，构建公共图书馆公平服务评价指标体系，并利用《中国图书馆年鉴2012》和《中国统计年鉴2012》的数据，运用相对差距综合指数法对我国东中西部公共图书馆进行评价，即从“投入—产出—受益”3个方面对我国不同区域公共图书馆的公平服务状况缺少，得出东部地区内部各省份发展不均衡，中部地区在投入最少的情况下产出与受益服务较强，西部地区产出进行分析和受益服务较弱的结论。

Based on discussing basic concepts of information fair and fair services of public libraries, this paper builds evaluation indexes system for fair services of public libraries. Then it analyzes the data of Chinese Library Yearbook 2012 and China Statistical Yearbook 2012, and evaluates the public libraries in eastern, middle and western region of China with the comprehensive indexes of relative gap. Finally, it analyzes and evaluates the fair service status of public libraries in different regions from three aspects of "input-output-benefit". The results find uneven development in the eastern provinces, strongest outputs and benefit services in the middle region in the case of minimum investment, but weaker outputs and benefit services in western region.
