选取美国10个图书馆联盟作为调查对象，利用网络调查法，调查其战略规划的背景、制定、内容、实施与评估等方面内容，总结出美国图书馆联盟战略规划具有规划体系的完整性、规划过程的公开性、规划队伍的专业性、规划方法的多样性、规划方向的针对性、规划内容的现实性及规划实施的效益性等特点，同时结合我国图书馆联盟战略规划概况，提出美国经验对我国的启示，包括重视战略规划活动的开展、科学制定战略规划、民主公开规划过程、有效落实战略规划。
Taking 10 American library consortiums as survey objectives, this paper investigates their background, formulation, content, implementation and evaluation. It summarizes the characteristics of these consortiums strategic plans,including the integrity of the planning system, the publicity of the planning process, the professional of the planning team, the diversity of the planning methods, the pertinence of the planning direction, the realistic of the planning content and the effectiveness of the planning implementation. Combined the general situation of Chinese library consortiums, it proposes the enlightenment that they should pay attention to developing strategic planning, scientifically develop plan, democratically open the planning process and efficiently implement plan.
