摘要

认为图书馆联盟是图书馆组织之间进行合作的一种形式，目前已有的图书馆联盟，在组织形式上多为松散型的虚拟组织，没有强制性的、规范的管理体制和运行机制；大多数图书馆联盟在联盟组建、管理、运行和产生效益方面，还存在诸多的问题，存在影响图书馆联盟成功运行的诸多因素。首先对我国图书馆联盟基本情况进行概述，分析目前联盟发展存在的主要问题，并从文献调研角度，对图书馆联盟在管理与运行方面的研究进行总结，提出存在的问题，然后，基于此开展问卷调查，并着重对问卷结果进行分析和总结，深入研究图书馆联盟管理和运行方面存在的问题、需要考虑的因素以及改进的措施，旨在为我国图书馆联盟的建设和发展提供借鉴。

Abstract

The Library consortium is a form of library cooperation. The existing library consortia mostly have loose virtual organization structure, and non-mandatory and normative management and operation mechanism. Most of them have many problems in the development, management, organization and operational efficiency, and have influences on their successful operation. This paper elaborates the status of library consortia in China and analyzes the problems in their development. Then it summarizes the related research on the management and operation mechanism from the perspective of document reviews and proposes their problems. Based on it, it makes a questionnaire survey and analyzes the results to look into the problems, the factors need to consider and better measures to provide references for the healthy development of library consortia in China.
