摘要

对国家政府、文化部门、中国图书馆学会、省市地区及其他社会组织所发布的全民阅读法律政策文件进行统计分析，指明推动全民阅读需要一系列法律政策保驾护航。提出应将全民阅读工程的组织保障、统一规划、经费投入、阅读权利等方面纳入法制化轨道，其核心内容是规定政府法定义务，而非强制约束个人。

Abstract

The statistic analysis on the legal policy documents concerning national reading, issued by the national governments, cultural departments, the research societies on library science, provinces, cities and districts, and other social organizations, demonstrates that the promotion of the national wide reading should be protected by a series of legal policies. In addition, this article points out that the national wide reading project's organizational safeguards, unified planning, expenditure, and right to reading should be incorporated into the legal institutionalization, and its fundamental content is to stipulate the governments' legal obligations rather than restraining individuals compulsively.
