The year from 2013 to 2015 is designated as the process of net work convergence promotion stage. From the task of stage, three requirements can be extracted which include improving the development and utilization of information resources and adjusting the industrial structure. By introducing the concept of information ecology and along with the ecological chain, the relationships between the various levels and influence from each other are considered systematically. From the ecological point of information, three issues in the promotion stage of net work convergence lead to a new answer, better to realize the resource allocation and improve the system efficiency.
