From the historical background and real social needs, this article points out that emergency management is an important field of information work advanced with the times. It recognizes the intelligence issues in emergency management, and analyzes the nature of intelligence oriented on rapid response. From the perspective of the intelligence system, it analyzes the intelligence mechanism process, composition and function in emergency management. Finally, it proposes an intelligence framework with rapid response feature to provide the theoretical foundation and practical reference for intelligence work of emergency management.
