An Exploration on International Librarian Exchange Programs and Their Evaluation: A Case Study of SCU-ASU Librarian Exchange Program

[目的/意义] 针对图书馆员国际交流项目缺乏评估研究的现状,提出一种有借鉴意义的测量工具来评估其实际效果和价值。[方法/过程] 以四川大学和亚利桑那州立大学图书馆员交流项目为例,参考D. Bachner和U. Zeutschel对国际青年交流项目的测量和评估方法确定评估标准,引入李克特五分量表,结合要求详细阐述的开放式问题,形成一个定性和定量相结合的评估工具。[结果/结论] 通过评估,对馆员交流项目进行全面审视,确定其在个人、机构、制度层面的影响和效果,发现项目决策、实施过程中的亮点与不足,提出促进馆员国际交流项目进一步发展的建议。

[Purpose/significance] Since the results and the impact of international librarian exchange programs have gone largely un-measured, this article intends to propose a measurement tool with referential significance to assess their impact, effectiveness and value.[Method/process] Firstly, this article is based on the case study of Sichuan University Libraries-Arizona State University Libraries Exchange Program. Secondly, four criteria are established through referring to D. Bachner and U. Zeutschel's work on international educational youth exchange. Lastly, a measurement tool with qualitative and quantitative outcomes is proposed after adding a five point Likert scale to each of the four criteria and combining them with the open questions which require detailed elaboration.[Result/conclusion] Though the assessment, this article measures and evaluates the librarian exchange program in all aspects, confirms its impact and value to the librarian, the institution and the system, finds out the pros and cons in program strategy and implementation, and proposes advice to promote the exchange program's further development.
