Intelligence Fusion Centers: Research on Practice of Intelligence Sharing in the United States and Its Inspirations

[目的/意义] 情报融合是提高情报机构的能力、作业绩效的重要途径,美国的情报融合中心实践为我国的情报融合提供了新的建设性视角,对于我国情报融合实践具有重要的参考价值。[方法/过程] 主要通过相关机构的官方网站及期刊文献对美国情报融合中心的概念、作用、历史、现状等方面进行梳理,并阐述情报融合中心运作流程、建设标准和绩效评估的机制。在对美国情报融合中心取得的成绩和存在的问题深入分析后,对我国建立情报融合中心的必要性和可行性进行论证。[结果/结论] 借鉴美国情报融合中心实践,结合我国面临的安全威胁实际,构建我国国家情报融合中心,以应对国家安全挑战,如"三股势力"、公共安全、突发事件、自然灾害等。

[Purpose/significance] The capabilities and operational performance of intelligence agency could be improved by intelligence fusion. The practice of intelligence fusion centers in the United States provides China with a new constructive viewpoint, and it offers the valuable reference to intelligence fusion in China. [Method/process] By investigating the websites of relevant official agencies and journal articles, this paper combs the concept, roles, history and current situation of intelligence fusion centers, and states their operational processes, building standards and performance evaluation. Then it analyzes the achievements and existing problems of the intelligence fusion centers in the United States. Finally, it expounds the necessity and feasibility of creating the intelligence fusion centers in China. [Result/conclusion] Based on the practice of intelligence fusion center in the United States and combined with the security threat in China, it is important to construct intelligence fusion center in China in response to the challenges of national security, such as separatism-extremism-terrorism, public security, emergency, natural disasters, etc.
