[目的/意义] 鉴于台湾地区高校图书馆面向社会开放由来已久,在取得全社会共识的前提下图书馆面向社会开放取得了一系列成效,调查总结其实施经验,希望为大陆高校图书馆面向社会开放提供借鉴。[方法/过程] 采用网络调查、分层抽样与系统抽样方法选择25个样本高校图书馆展开调查分析,在对样本高校图书馆规章制度内容进行分析和电话访谈部分高校图书馆员的基础上,分析台湾地区高校图书馆面向社会开放的依据、服务对象、服务内容、收费情况等。[结果/结论] 在对比分析的基础上,得出台湾地区高校图书馆在对社会开放方面对大陆地区高校图书馆的启示:建立多层次的高校图书馆面向社会开放的制度体系,面向多类型的社会用户提供服务,适度开放图书馆服务内容,推行"用户付费"原则。

[Purpose/significance] Open-to-the-public service has been longstanding in library of university or college in Taiwan, and a series of achievements have been gained on the premise of public consensus. It is hoped that through investigation and summary of their operational experiences, reference could be provided for that in mainland China in terms of being open-to-the-public.[Method/process] Twenty-five sample libraries are researched and analyzed through methods of web survey, stratified sampling and systematic sampling. The basis, service target, service content and charge conditions of being open-to-the-public in these libraries in Taiwan have been analyzed based on content analysis of rules and regulations and telephone interview of partial librarians of some sample libraries.[Result/conclusion] On the basis of comparative analysis, enlightenments have been achieved for library of university or college in Mainland China as follows. They include establishing multilevel institutional system for library of university or college to be open to the public, providing service for multi-type social users, opening library service to an appropriate degree and implementing the principle of consumer payment.
