[目的/意义]创新是图书馆事业发展的永恒主题,为了促进我国公共图书馆治理能力的现代化,摆脱路径依赖,实现转型与超越,以制度逻辑考察有关议题具有重要的现实意义。[方法/过程]基于制度分析的视角,结合我国公共图书馆治理现状,利用文献调研法探索发展过程中蕴含的制度内涵及外延。[结果/结论]理事会制度是公共图书馆治理能力现代化的显著标志;公共图书馆治理能力现代化的制度困境主要表现为法人制度效果有限、法律制度供给不足和科层制度根深蒂固等;制度逻辑下公共图书馆治理能力现代化的实现路径具体包括:明晰主体权责、厘定治理边界,完善利益分配、重塑治理格局,健全监督机制、规范治理行为,推进信息公开、开放治理过程。

[Purpose/significance]Innovative development is the eternal theme of library career.In order to promote the modernization of domestic public library governance capacity, and achieve the transformation and transcendence of development models, we need to get rid of the path dependence. [Method/process] This paper explored the connotation and extension of the system in the development process from the perspective of institutional analysis. [Result/conclusion] The system of the library councilis the distinctive mark of the modernization of public library governance capacity. The institutional dilemma is represented in the following areas: the legal person system exists in name only, the supply of legal system is insufficient, and the bureaucracy system is deep-seated. The practical ways to the modernization of public library governance capacity in thesystem logic include the following aspects: clarifying the powers and responsibilities of the main body, collating and stipulating the governance boundary; improving the distribution of interests, reshaping the governance pattern; perfecting the monitoring mechanism, standardizing the governance behavior; promoting the information disclosure mechanism and making the governance process transparent.
