摘要

[目的/意义]通过对新西兰的数字连续性行动计划的提出背景、行动规划和主要举措进行描述性分析,总结其对我国政府信息管理的有益启示。[方法/过程]以政策分析法和文本分析法为主要研究方法,以从新西兰政府官网获得的公开政策、报告等作为主要数据来源,对新西兰"数字连续性行动计划"进行梳理性分析与总结。[结果/结论]我国在政府信息管理上,宏观层面应加强顶层设计,自上而下进行推动;中观层面应加强部署,确立主导部门,提升参与部门的协同创新能力;微观层面应整合并利用既有的国内外资源建立一个复杂的、有机的、差异化的综合性环境框架。

Abstract

[Purpose/significance] Through the analysis on the background, content and action of New Zealand Digital Continuity Action Plan, this paper summarizes what China can learn from its experience in the public information management.[Method/process] With the methods of policy analysis and text analysis, the analysis and summary on New Zealand Digital Continuity Action Plan are made based on the data of public policy and report mainly collected from the New Zealand government's official websites.[Result/conclusion] China can take action from three different perspectives, strengthening the top-level design and top-down promotion from the macro-level perspective, establishing the leadership department and improving the collaborative innovation ability of participating departments from the intermediate-level perspective, and integrating and making use of existing resources to establish a complex, organic, differentiated environment framework from the micro-level perspective.
