[目的/意义] 随着我国经济步入新常态,区域图书馆联盟将经历市场化资源配置和政府职能转变带来的变革,国外图书馆联盟的发展经验可以为这一变革提供借鉴。[方法/过程] 针对我国区域图书馆联盟在管理运营中存在的问题,对加拿大不列颠哥伦比亚省电子图书馆网络联盟(BCELN) 的历史、战略定位、组织管理、运作方式和主要服务内容和成效进行研究,总结BCELN联盟可持续运作的经验。[结果/结论] 对比我国图书馆联盟运作的情况,提出我国区域图书馆联盟需要加强建设的5个方面。
[Purpose/significance] With Chinese economy enters the new normal, the regional library consortia will experience the changes of market resources allocation and government function transformation, and the development of the library alliance abroad experience can provide reference for the change. [Method/process] In view of the problems existing in the management operation of the regional library consortia in China, this paper studies the Canadian British Columbia electronic library network alliance (BCELN) in the history, strategic positioning, organization and management, operation and main service contents and results, and summarizes the experiences of BCELN alliance sustainable operation. [Result/conclusion] Compared with the operation of library consortium in China, it puts forward the needs to strengthen the construction of the regional library consortia in China in five aspects.
