[目的/意义] 在科学数据的开放共享体系中,数据中心是关键利益相关者。对科学数据中心发展的现状、基本政策进行分析,并提出相关建议。[方法/过程] 利用re3data.org注册机制,从多角度分析科学数据中心,包括收录数据的类型、数据的获取方式、数据获取的限制条件、使用许可、元数据标准、永久标识符、质量管理、数据中心的认证等内容。[结果/结论] 在分析科学数据中心现有政策的基础上,为进一步推进科学数据的开放共享提出相关建议,包括推进科学数据的开放性、合理配置管理成本、有效评估科学数据质量等内容。
[Purpose/significance] Data centers are key stakeholders in the openly sharing scientific data. This study analyzes the current status and the basic policies of the data centers, and then provides some policy recommendations.[Method/process] Using re3data.org, this paper analyzes the distributions of data center, including content types, data access, data access restrictions, data licenses, metadata standards, permanent identifier systems, quality management, and certificates.[Result/conclusion] Based on the analysis of scientific data centers' policies, the study provides some recommendations, including promoting the openness of scientific data, reasonable allocation of administrative costs, effectively assessing the quality of scientific data and other contents.
