[Purpose/significance] The paper investigates and analyzes the strategic planning on research data of stakeholders, in order to offer references for China. [Method/process] Through literature review, the paper defines the stakeholders of research data, which include scientific research funding agencies, libraries, research institutions,data center, etc. Then, it collects stakeholders' strategic planning and summarizes their contents and features with the methods of Internet survey and case study. [Result/conclusion] It constructs a theoretical mode of strategic planning on research data which consists of core layer, strategy layer and outside layer. Finally, it puts forward some suggestions for promoting strategic planning on research data in China, such as paying attention to making strategic planning on research data, establishing research data consortium, implementing data literacy education and making academic library, to play an important role in research data management service.
