[目的/意义] 对“十三五”期间，《公共图书馆服务规范》（简称《规范》）应当而且能够加以修订此做出预判，提供若干建议。[方法/过程] 分析“十三五”时期我国公共图书馆事业发展的需求、图书馆服务研究的最新动态，结合世界图书馆标准化的普遍趋势，对修订《规范》的必要性、可行性进行论述，并提出建议要点。[结果/结论] “十三五”时期，该《规范》的修订势在必行。应着眼于“互联网+”战略，全面提升服务信息化水平，注重与相关标准、法规之间的照应衔接和针对特定人群、特定地区的标准更新，力争建立起符合“十三五”现实情况且具前瞻性的服务标准。
[Purpose/significance] During the 13th Five-Year Plan period, it is necessary and feasible to update Public Library Service Specifications. This paper aims to make a prediction and give some suggestions.[Method/process] Based on the development demand of Chinese public library, the up-to-date study state of public library service and the development trend of the world-wide library standardization, the paper analyzes the necessity and possibility of updating the specification and gives some key points of construction.[Result/conclusion] During the 13th Five-Year Plan period, it is imperative to update Public Library Service Specification by implementing the Internet + Library strategy, enhancing the level of informationalized service in an all-round way, paying attention to the cohesion with relevant standards and regulations, and updating the relevant standards for special populations and specified area, to develop a prospective standardization of library service which accords with the reality of 13th Five-Year Plan period.
