[Purpose/significance] Openly sharing data is the core of the big data strategy in our country. Our country plans to establish government data open portal of national level before 2018.How to manage data better is the key problem of this platform. The levels of government open data in Britain and America are the best, so their platforms' functions for data management have great significance to our country. [Method/process] This paper investigates the current condition of government data open portal of Britain and America from data object, data organization, data retrieval, data development and utilization and data sharing, analyzing and comparing their data management functions. [Result/conclusion] We could strengthen the construction of government data open platform from the following points: (1) build the data open platform on the basis of CKAN; (2) optimize data standards and specifications; (3) strengthen the function of data retrieval; (4) encourage the development and utilization of data; (5) be embedded in social media.
