面向应急决策的虚拟参考咨询要素分析

摘要

[目的/意义] 为提升应急管理中信息资源的配置效率,构建面向应急决策的虚拟参考咨询体系,并有针对性地对关联要素进行分析。[方法/过程] 应急参考咨询要素分析集中于需求、人员、模式、内容和评估。需求部分分别论述了突发事件潜伏期、爆发期和恢复期应急管理的特点及各决策主体的参考咨询需求;人员部分探究了应急情景下需求人员的信息搜寻行为及决策模式,在阐述编制内服务人员工作职责的同时,突出说明了如何引入编制外服务人员参与到应急参考咨询;模式部分说明了多类模式的特点,并指出社会网络模式是当前重点发展的模式;内容部分指出图书情报机构可在应急知识传播、应急资源访问和应急咨询团队构建等方面开展研究与实践工作;最后采用主客观相结合方式,系统论述应急参考咨询各要素的评估方法。[结果/结论] 五要素分析证实虚拟参考咨询与应急管理可实现良好的融合,并为应急处置提供全面有效的决策支撑。

Abstract

[Purpose/significance] In order to improve the allocation efficiency of information resources in emergency management, we have constructed the virtual reference framework focused on emergency decision-making, and then have analyzed its component elements. [Result/conclusion] Five elements have been highlighted in the assessment process. Firstly, the characteristics of the emergency management and the reference need were respectively analyzed in the infancy phase, the explosive phase and the recession phase. Secondly, the paper summarized the requestor's information search and decision-making behavior in emergency situations, and then brought out how to introduce external experts to participate in the emergency virtual reference while describing the responsibilities of internal staff. Thirdly, we illustrated the feature of multiple modes and highlighted the social networking model as the currently mainstream model. Fourthly, the research and practical work of library and information institutions in emergency knowledge communication and the access of emergency resource and advisory team building have been pointed out. Finally, focusing on each element of the emergency virtual reference, subjective and objective assessment methods were discussed. [Result/conclusion] The feasibility assessment on five elements has confirmed that the virtual reference and the emergency management can achieve better integration, and have provided comprehensive and effective decision support for emergency.
