国外及香港地区高校图书馆战略规划可视化解读及相关启示

摘要

[目的/意义] 调研并分析美国、英国、加拿大、中国香港地区的10所知名高校图书馆现行以及最新推出的战略规划，希望借此对国内高校图书馆制定战略规划提供有益参考，另一方面也希望对图书馆开展各项业务有所借鉴和启示。[方法/过程] 选择THE排名前列的国外及香港地区综合性高校以及内地可获得的样本数据，利用Tagxedo可视化展示高校图书馆工作的发展重点及变革趋势，并对内地高校图书馆与国外及香港地区高校图书馆战略规划的异同点进行比较分析。[结果/结论] 内地高校图书馆应更多呼应所在机构的战略规划，自上向下制定战略目标，加强战略规划认知，规范制定程序，完善规划流程，建立评估机制，同时公开战略规划文本，提高实施监督力度。在编制战略规划文本时，既要加强现有业务的开展，也要寻求新的业务增长点，给学校教、学、研工作提供有力保障。

Abstract

[Purpose/significance] This paper studies on the latest strategic plans of more than ten academic libraries in the USA, Canada, England, Hong Kong and the mainland, which can provide beneficial references for making strategic plans and developing services of other university libraries. [Method/process] Based on the data, this paper shows the development priorities and trends of these libraries by Tagxedo,and then compares the differences and similarities of them.[Result/conclusion] The mainland university librarians should know the importance of strategic plans and make them matching with their own universities' plans by a top-down management style, then standardize the procedures, establish an assessment system as well as make the strategic plans accessible for the public for supervision. In addition, the libraries should not only strengthen the existing businesses, but also develop the new ones to provide the better service to universities' teaching, learning and studying.
