[Purpose/significance] As an important part of the Chinese think tanks, the university think tanks are playing an important role. The library is the literature information center of university and an important institution for teaching and scientific research. So how to adapt to the needs of the new think tanks under the new situation is of great significance to its development. [Method/process] Through literature research and practice analysis, the university library has the advantages of participating in the construction and service of the think tanks in the literature resources, human resources and subject services. Taking the library of Harbin University of Commerce as an example, the research on the path of Library participation in the construction and service of the think tanks is carried out.[Result/conclusion] The paper presented that the key point of construction should be advocacy of think tanks, development and using special collection, providing services based on think tanks and information storage. The paper can also provide reference to improve the capacity of the library think tanks.
