摘要

[目的/意义]从图书馆员的视角，研究新信息环境下高校图书馆智库能力建设，以期为相关研究提供参考。[方法/过程]采用图表形式，以吉林特色新型智库为例，对高校智库研究现状进行分析。研究内容主要包括：高校图书馆智库能力的内涵与外延，高校图书馆在参与智库建设中，具备提供、整合、深度挖掘文献资源，撰写信息分析报告，学科评估等能力。[结果/结论]证实高校图书馆有建设智库的能力，同时，在建设中应遵循智库建设原则，讲究方法，解决所遇到的问题。

Abstract

[Purpose/significance] From the perspective of the librarian, this paper discusses the ability of college libraries to construct think tanks in new information times, which is expected to bring enlightenment to the relevant researches.[Method/process] This paper carries out the research centering on the capacity construction of college libraries' think tanks, adopting the form of charts and taking Jilin Characteristic New Think Tank as an example to analyze the status of study on university think tanks. It mainly includes the connotation and denotation of the capacity to construct the college libraries' think tanks, and the role that university libraries plays in the process of setting up the think tanks, such as providing and digging resources, making analysis reports and evaluating disciplines.[Result/conclusion] Therefore, college libraries are able to build think tanks. Meanwhile, it is important to comply with principles of think tank construction and pay attention to methods to solve the problems during the construction process.
