[目的/意义] 对刘冰著的《网络环境中基于用户视角的信息质量评价研究》一书做出评价，并指出其存在的问题。[方法/过程] 主要运用客观评价方法，从理论基础、理论体系、理论与实践相结合3个方面做出客观评价。[结果/结论] 刘冰著的《网络环境中基于用户视角的信息质量评价研究》一书，站在网络环境与大数据时代前沿，以用户视角的信息质量基本内涵的重新系统阐释为基础，构建形成网络环境中基于用户视角的信息质量评价理论体系。该书具有概念模型构建逻辑缜密、理论体系完整、实践价值高的特点，是一部网络环境中信息质量评价研究的佳作。

[Purpose/significance] The purpose of this paper is to comment on Liu Bing's book Study on the Evaluation of Information Quality from Users' Perspective in the Network Environment, and points out the existing problems.[Method/process] This paper made the objective evaluation from three aspects:the theoretical basis, theoretical system, theory and practice by the objective evaluation method.[Result/conclusion] Liu Bing's monograph Study on the Evaluation of Information Quality from Users' Perspective in the Network Environment constructs the theory system of information quality evaluation from users' perspective.
