适应情景演化的应急响应知识库协同框架体系构建

摘要

[目的/意义]知识库集结描述清晰、反映全面、关联紧密的知识,是应急决策的智力支持,也是应急响应情报体系形成的前提,在应急响应决策中发挥着重要作用。提升到用于应急决策的高度,必须适应信息量大、精确性高、跨领域多的情景演化要求,形成知识库协同架构有序、高效、及时地提供应急解决方案。[方法/过程]围绕应急响应,从公众、救援人员、决策者3个角度对知识库的使用需求进行梳理,并结合应急响应各阶段过程,从常识知识、事实与经验知识以及运算推理规则3个维度探索应急响应的知识库体系框架的构建。[结果/结论]所构建的知识库体系框架注重应急响应知识普及功能,应急过程中的快速响应功能。体系框架中以常识性知识库c-KB、事实经验知识库e-KB、推理知识库r-KB 3个知识库组建,为应急决策提供了精确、及时的知识支撑。

Abstract

[Purpose/significance] The knowledge base plays an important role in emergency response decision-making. It is not only the intellectual support for emergency decision-making, but also the premise of the formation of emergency response information system. To enhance the level of emergency decision-making, it is essential to adapt to the situation of large amount of information, high precision, cross-cutting requirements with more rapid response. Therefore, a knowledge base collaboration framework should be formed to provide emergency solutions in an orderly, efficient, and timely manner. [Method/process] Around the emergency response, it was vital for this paper to comb the demands of the knowledge base from three angles:the public, rescuer and decision makers, and combine them with emergency response in all stages of the process. This paper explored the construction of the knowledge base system framework for emergency response, in accordance with three dimensions of the common sense knowledge, facts and empirical knowledge, and the arithmetic reasoning rules. [Result/conclusion] The framework of the knowledge base system constructed in this paper focuses on the function of universal knowledge from emergency response, and the function of rapid response in the emergency process. The framework of the system consists of three knowledge bases, which are the Common-sense Knowledge Base (c-KB), the Experience Knowledge Base (e-KB), and the Reasoning Knowledge Base (r-KB). Three knowledge bases are set up to provide accurate and timely knowledge support for emergency decision-making.
