[目的/意义] 建立图情机构与智库的协同创新机制以及保障机制，实现二者资源融合、协同发展。[方法/过程] 采用文献回顾和案例分析方法阐述图情机构与智库协同创新的可行性、必要性以及价值意义，并在此基础上从思维方式、组织机构、资源以及服务内容4个方面建立图情机构与智库的协同创新机制，之后从法律政策、管理体制、资金、人才、技术及信息资源6个方面建立协同创新体保障机制。[结果/结论] 构建合作联盟视角下图情机构与智库协同创新机制与保障机制，为二者资源融合、协同发展、拓展功能、服务社会，进而实现"政、产、学、研、用"一体化搭建平台。
[Purpose/significance] This paper aims to establish the cooperative innovation mechanism and guarantee mechanism of libraries and information agencies and think tanks, achieving resource integration and collaborative innovation of them.[Method/process] This article uses literature review and theoretical research methods to elaborate the feasibilities, necessities and values of collaborative innovation of libraries and information agencies and think tanks. Based on this, the paper establishes the cooperative innovation mechanism from ways of thinking, organization structure, resources and service content for the libraries and information agencies and think tanks, and then establishes the guarantee mechanism from six aspects:legal policies, management systems, funds, talents, technologies, and information resources.[Result/conclusion] This paper constructs the cooperative innovation mechanism and guarantee mechanism of libraries and information agencies and think-tanks from the perspective of cooperation, and provides a platform for resources integration, collaborative development, function expansion, society service, and integration of "politics, production, learning, research and practice".
