[目的/意义]通过分析我国省级公共图书馆章程文本内容，为公共图书馆章程的研究和制订提供参考。[方法/过程]通过网站调查、电话调查和实地调查等方式对大陆地区省级公共图书馆章程进行调查，对比分析公共图书馆章程文本结构与内容，揭示我国公共图书馆章程文本内容的现状。[结果/结论]对调查结果进行总结与分析，提出重视章程内容的科学性和规范性、创建具有本馆特色的章程、章程中明确权利和义务、及时对外发布章程等建议。
[Purpose/significance] This paper analyzed the constitution texts of provincial public libraries in China, to provide reference for studying and making public library constitutions.[Method/process] This paper investigated the constitution texts of provincial public libraries in China through Website survey, telephone survey and field survey, revealed the current situation of the constitution texts by literature analysis and comparison.[Result/conclusion] The paper summarized and analyzed the survey results, put suggestions on improving the content of the constitution of public libraries, like paying attention to the scientificity and standardization of contents, creating constitution with distinctive features, clarifying rights and obligations, and issuing charters in time.
