[目的/意义] 以内蒙古赤峰市图书馆为例，探讨在不断变化的时代背景下，公共图书馆新型服务能力的建设与实践问题，以期为新时代我国公共图书馆事业的发展提供参考与借鉴。[方法/过程] 结合内蒙古赤峰市图书馆新型服务能力建设的实践过程，总结公共图书馆新型服务能力建设的共性问题以及解决办法。[结果/结论] 提出在当前社会环境下，公共图书馆新型服务能力建设应首先将社会责任融入到图书馆发展和服务理念，在实践中关注民生问题、关注国家和地方政策的发展和战略规划，才能丰富创新源泉，适时推出响应国家号召、满足公众需求的新型图书馆服务。
[Purpose/significance] Taking Chifeng library in Inner Mongolia as an example, this paper discusses the construction and practice of new service capacity of public library under the background of changing times,in order to provide reference for the development of public library in our country in the new era.[Method/process] Combined with the practice process of the new service capacity construction of the Chifeng library in Inner Mongolia, this paper summarized the common problems and solutions in the construction of the new service capacity of the public library.[Result/conclusion] This paper proposes that in the current social environment, the new service capacity construction of public libraries should first integrate social responsibility into library development and service concept, only by paying attention to people's livelihood and the development and strategic planning of national and local policies in practice can we enrich the source of innovation and launch a new type of library service in time to respond to the national call and meet the needs of the public.
