摘要

[目的/意义] 跨部门的政府数据共享面临着巨大挑战，部门之间数据隔离，数据共享进展缓慢。引入跨部门的政府数据治理有助于促进政府的信息资源共享，提升政府服务水平和服务对象的满意度。针对跨部门政府数据治理的相关实践亟需科学理论的指导。[方法/过程] 首先对政府数据治理的含义进行分析和界定，对已有的数据治理框架进行总结论述，然后分析政府数据治理的特殊性所在。[结果/结论] 在国内外认可度较高的数据治理框架基础上，结合政府数据治理的特殊性，提出我国跨部门政府数据治理框架——CGCS数据治理框架，由战略目标、规范与标准、关注范围、治理主体、过程、方法与技术6方面内容组成，并对框架每一部分结合我国实际情况进行阐述。最后，对CGCS数据治理框架在跨部门政府数据治理实践中的应用进行示例分析，阐明CGCS数据治理框架的可用性。

Abstract

[Purpose/significance] At present, cross-sectoral government data sharing faces various challenges. Data is isolated between government departments, and data sharing is progressing slowly. The introduction of cross-sectoral data governance can help promote government information resource sharing, improve government service level and customer satisfaction. Although government cross-sectoral data governance practices have already existed, relevant practices request theoretical guidance.[Method/process] Firstly, this paper analyzed and defined the meaning of government data governance, discussed the existing data governance framework. And then it clarified the particularity of government data governance.[Result/conclusion] Based on the widely recognized data governance framework, and combined with the particularity of government data governance, this paper creatively proposes the Chinese government cross-sectoral data governance framework——CGCS data governance framework, and each part of the framework is illustrated with the actual situation in China. Finally, this paper gives an application example to clarify the usability of the CGCS data governance framework.
