[目的/意义] 建立数字资源标准化采购系统，并进行功能设计，优化数字资源采购工作流程、提高数字资源采购及利用绩效分析能力。[方法/过程] 通过对国内外数字资源标准化采购理论研究及实践现状进行梳理，利用文献调研法及实践分析法，从数字资源生命周期、数字资源类型、采购工作流等角度分析构建数字资源标准化采购系统的功能需求，并从前端、后端、安全性三个维度进行系统功能设计。[结果/结论] 在分析数字资源采购流程的基础上，构建包含采购前评估、采购管理、合同管理、决策支持、基础管理等五大功能的采购系统，为数字资源标准化采购系统建设提供一些思路。
[Purpose/significance] Establish a standardized digital resource procurement system and carry out functional design, optimize digital resource procurement workflow, improve digital resource procurement and utilization performance analysis capabilities. [Method/process] This paper reviewed the theoretical research and current status of digital resources standardization procurement at home and abroad. Using literature research and practical analysis, this paper proposed the functional requirements of the digital resource standardization procurement system from the perspectives of digital resource life cycle, digital resource type and procurement work flow, and designing the system functions from the front, back and security dimensions. [Result/conclusion] On the basis of the digital resource procurement process, this paper constructed the procurement system containing five functions, such as pre-purchase evaluation, procurement management, contract management, decision support, and basic management, in order to provide some ideas for the construction of digital resource standardization procurement system.
