[目的/意义] 开放获取S计划自2018年提出以来，广受国内外关注。系统梳理开放获取S计划及修订版的产生背景、内容调整、带来的业界反馈与影响十分重要和紧迫。[方法/过程] 运用文献调研法与内容分析法，在梳理开放获取大环境的基础上，进一步探讨开放获取S计划及修订版的背景、内容调整、新挑战及对我国相关行业的启示。[结果/结论] 研究发现开放获取S计划将对期刊出版业、图书馆联盟、科研人员、小型学会出版商、数据安全产生一定的影响。
[Purpose/significance] The plan S has attracted wide attention at home and abroad since 2018. It is essential and urgent to analyze the background, content and feedback of the plan S.[Method/process] This paper used the method of literature research and content analysis. Based on the analysis of the open access, it further explores the content, the challenge of the plan S and its enlightenment for China.[Result/conclusion] The plan S may have impact on the journal publishing, library alliance, scientific researchers, small association publishers and data security.
